Community engagement is foundational to building health systems that are not only resilient but also responsive and inclusive. By placing people at the center of policy and service design, systems can better reflect local priorities, build trust, and foster shared accountability. GLC4HSR began by reviewing global best practices in participatory approaches, using these insights to inform a co-design process for a practical community-engagement toolkit. This work was strengthened through expert consultations. The resulting framework emphasizes community voice, cultural relevance, and embedded feedback mechanisms.
