In the absence of tailored strategies for these settings, displaced populations face interruptions in health care, while crowded living conditions accelerate infectious-disease spread. Health-information silos and security constraints impede coordination, leaving gaps in surveillance and referrals. Without resilience built around fragile contexts, crises quickly overwhelm service capacity, resulting in preventable deaths and outbreaks. Ensuring that even the most unstable environments can sustain essential services is therefore vital to overall system stability.
