Sustainable health-system financing - through public budgets, risk-pooling schemes, and strategic public–private partnerships - not only absorbs fiscal shocks and maintains service continuity but also underpins long-term budget planning, equitable resource allocation, and rapid emergency fund mobilization. To identify the most effective approaches, GLC4HSR mapped innovative financing models across regions, pinpointing mechanisms that balance resilience with efficiency. These core dimensions were refined and distilled into a Learning Brief on sustainable financing mechanisms, and finally, these insights were translated into measurable indicators now embedded in Phase 1 of the HSRA tool.
