Resilient health systems depend on robust governance: transparent decision-making, inclusive stakeholder engagement, and clear accountability mechanisms ensure policies and resources align with community needs and health priorities. GLC4HSR reviewed global governance models and distilled core dimensions, policy transparency, participatory decision-making, and institutional accountability through an evidence synthesis. Building on this, we held a peer-to-peer learning session in June 2022 and an Annual Conclave session in March 2023 to refine and validate these governance dimensions. The outcome was a bespoke governance-assessment framework, which has been embedded into the broader Health Systems Resilience Assessment (HSRA) tool to keep governance at the forefront of resilience measurement.
